Midwest Engineering Associates, Inc. completed the Phase I study and the Phase II design and development of construction plans, specifications, and bidding documents to replace an existing bridge carrying Wagonseller Road over a drainage ditch at Hickory Grove Road in Tazewell County. The project consisted of a new structure with redesigned abutments and bridge railing with guardrail extensions at all four quadrants. The guardrail had to be designed to consider the intersection of Hickory Grove Road and Wagonseller Road intersection immediately north of the new structure. The work also included a hydraulic study for the existing drainage ditch. The Phase I study considered both a culvert and a single span bridge.

The hydraulic analysis included the use of HEC-RAS to evaluate the impact of a proposed bridge and a proposed culvert(s) on both the drainage ditch and floodplain as well as predicting the channel velocities under various design conditions and storm events. The preferred alternate was a new single span bridge crossing the existing drainage ditch. The superstructure consisted of precast pre-stressed concrete deck beams on open pile bent abutments with a length of 44 feet back to back of abutments. The project also included new roadway approaches and erosion control.
